Process for updating drupal/core needs to be updated to match upstream

Since the change to webflo/drupal-core-require-dev it is now nessasary to specify that when updating core or nothing happens webflo/drupal-core-require-dev#3 (comment)

Suggest changing this in the documentation

And just to add the obvious comment: This should be fixed upstream so

composer update drupal/core --with-dependencies

just works. Sorry about the noise :-)
