For Yarn Berry, applying patches still works fine, but creating them currently doesn't because
patch-packagetries to runyarn installwith unsupported options.I know the README recommends using the built-in solution, but it makes migrating from Yarn Classic to Yarn Berry more complex than necessary.
Fixes #528.
