Possibly add an config file for staking

It would be nice to have an config file for staking
Why?
With such a config file you would be able to send the staking income to an other address
Currently staking income tx doesnt cost a tx fee , but with enable reward moving u can set an low fee and
lower the coin supply a lil bit over the time
Main feature would be to have always the same coin amount and the same tx amount in an address
and in the address where the coins would be send to , there the people could collect them until they have the same amount then in the staking address
At the same time u can have a staking host , and u dont have to touch the coins , tx amount, address by hand to get your income to an external address, from where u can trade

This enhancement is also implemented in the DASH repo, there they do that with the MasterNode rewards
The conf file there is the mn.conf

I found a fix for this in one of presstab's commits. It's called charity in one coin and then multisend I believe in others.
