Overview
Bumps Metro (gradle-plugin and runtime) from 1.0.1 to 1.3.0 in versions.properties.

Aligns AppConfigurationDownloaderModule with Metro’s expectations by making it a Kotlin object instead of an open class, and drops open on the @Provides factory method. Wiring and bindings are unchanged.
