Implements finish-on-v1 migration strategy for 2.0.0 release. Users upgrading to 2.0.0 can now: - Track which v1 workflows remain active after upgrade - Monitor v1 workflow completion over time - Know when it's safe to drop v1 tables The workflow:v1:list command queries the stored_workflows table and displays active (non-terminal) v1 workflows in a human-readable table format, with JSON output option for automation.
