scikit_image: remove_small_holes and remove_small_objects deprecated argument in_place.
skan: devs have added further numba support for numba>=0.58, refinements to branch pruning and skeletonization.
Upgraded version requirements for both for future compatibility. NOTE: this removes backwards compatibility with older versions.

@pillswor -- looks like this was committed in the wrong folder. mind moving it to fil_finder and adding a new commit?

Looks like it's a difference in setup.cfg from the old FilFinder3D branch and the master. Not a necessary change, just my version control mistake
