Add AGENTS.md as the canonical agent-guidance doc with a note to omit verbose comments, symlink CLAUDE.md to it, and un-ignore CLAUDE.md so the linked docs are tracked.

AGENTS.mdas the canonical agent-guidance doc for the repo, starting with a project description and a note to omit verbose comments.CLAUDE.mdis a relative symlink to it so Claude Code and other AGENTS.md-aware tools share one source of truth, and its.gitignoreentry was removed so both files are tracked.
