Add Python generation pipeline for API reference docs

- api_mindmap.py: structure tree, endpoint groups, and group mapping
- generate_openapi.py: Python port of sync-openapi.js (generates identical output)
- apply_docs_to_specs.py: applies summary/description to infra source specs
- Updated openapi-public-edited.yml from Python generator
