Create Tests for Crate Validator

Need integration and unit tests. Automate on PR's, and callable / locally runnable.

Integration tests will need docker compose tooling in workflow.

Start with API calls - mix valid / invalid JSON packets.

Start only the metadata API endpoint.

To do:

• Integration tests require external web access, can this be disabled / add a random wait to the workflow to avoid getting blocked

Web access issue above has been moved to a separate issue - can we mock the webservice? Rest of tasks complete.
