Add JavaSE-25 EE to launching

See eclipse-jdt/eclipse.jdt.core#4259, we want to test with OpenJDK 25 early access, we run into JRE .classpath container problems when setting JavaSE-25.

I updated my SDK but still not see any Java 25 anywhere but PDE gives me strange errors.
It looks like something was merged for this after the Ibuild happens, so should we probably start a new one right now?

I see same errors as reported here:

• PDE errors on all bundles that use system packages since I20240412-1800 eclipse-pde/eclipse.pde#1227
