Inconsistent navigation from plugin.xml to plugin.properties for %key in name attribute

Navigation(cmd+click) from plugin.xml to plugin.properties for externalized strings (%key) is inconsistent when used in the name attribute.
Expected: Navigation should consistently resolve %my.label and open the corresponding entry in plugin.properties.
