Fix problems for split packages that have different signing certifacts

Since yesterday there is a new signing certificate available so I'm creating this blanket issue which is just like this previous issue to record the problems and their resolutions:

I have this build that tests for split packages with inconsistent signatures:

It's best to look at the latest one, currently this:

We can see that we have 75 split packages 10 of which have become inconsistent:

These are the same test failures reported in the build:

In each case I will need to force a qualifier change in the one with the older certificate which expires 2026-07-16.

I fixed the current problems and started a new I-build. I would prefer we not deliver M1 with split package signing problem...

Missed (screwed up) one. Started another new I-build.

Wow, started yet another one. With so many packages split across various bundles, if you upgrade one bundle to address one problem it might well raise a new problem with yet another bundle.

The signing problem are fixed now, but this seems like a pretty serious regression:

eclipse-platform/eclipse.platform.ui#4155

But I'm not sure there is "quick fix" for that...
