What

Have been seeing this fail on the CI and needed a restart.

Acceptance Criteria (DoD)

• Pipeline is no longer flaky.
  • A bit hard to fully verify this, I think if we don't see failures we can close and reopen if they come back?

How

• TBD
  • Can we mock the timing parts?
  • Would increasing the range for the health range work well enough?
