Fixes issue 284

1. added lock guard in

   • ipc_dropin::RingBuffer::empty
   • ipc_dropin::RingBuffer::full

2. added static mutex with accessor in IdentifierHash which is to be called before `get_registry``

3. added else if for kTerminating in ProcessInfoNode::unexpectedTermination to prevent fall-through
