venv creation error during integration tests

CICD and local tests fail due to an permission denied error:

Persistency module had bazel_dep to score_platform without dev_dependency = True which raised issues directly from score_platform.

Score module had bazel_dep to python and aspect_rules_py without dev_dependency = True.

That chain of dependencies caused an issue when we were trying to create a venv in reference_integration. The correct interpreter couldn't be found and venv wasn't created at all.
Non existing venv was a root cause, as in the same step bazel was trying to copy wheels into new (non-existing) venv resulting in permission error - cannot copy to location that doesn't exist.
