ECA is not getting updated

Not sure where the issue is, but on my laptop ECA checks for updates at every start, however on the workstation it does not. I can't find any clue in the logs.
init.el is the same on both machines.
Is there a way to check what's going on, and to force the update?

hum, eca always do that, maybe you can eca-install-server to force that, and chck if still happens after that
