Support plugins / import external ECA configs

With this users could have repos which ECA could import and merge with its own config, this would allow to have ECA configs in multiple place and compose them easily.

We should probably have a /plugin or something to add/remove/manage.

Is this about extending the behavior of eca with plugins or just for configuration/skills/agent sharing?

@noctuid more related to sharing, any ECA config could be shared in different repos/places.

@noctuid after implementing most of this in #349 , I believe we can have a official plugins.eca.dev frontend github page offering what we beleive good official ECA plugins :) besides the custom marketplace support that I did
