Adds the Program Dashboard as a directory and Route in Learner Dashboard MFE. There is an
indexfile for ProgramDashboard that simply calls the API and renders the program titles to the page.The
LearnerDashboardHeadercomponent has been moved to to theindex.jsxfor the whole app. This allows it to be rendered on both the Learner Home route as well as the newly created Program Dashboard route.
