gh-NNNN: Vendor Wuffs v0.4 float parser into Python/_wuffs/
Drops the single-file amalgamated Wuffs source. Only the base/floatconv sub-module will be compiled — controlled by WUFFS_CONFIG__MODULE__BASE__* defines set in the build rule added in a later commit. The amalgamation is 3.3 MB on disk but compiles to ~80–100 KB of object code once the image-codec / JSON / compression modules are preprocessor-stripped. No integration yet. A later commit adds the C ABI shim Python/_wuffs/wuffs_strtod.c that wraps wuffs_base__parse_number_f64 behind an extern "C" _Py_wuffs_strtod entry point matching _Py_dg_strtod's contract.
