add speaker guidelines page.

Adds the Speaker Guidelines page, in preparation for Speaker Applications launch.

Follows largely the same content structure as FAQs, but with hard-coded content. /hi and /mr translations should auto-generate with GitHub action.

Review summary

1. Contradictory ticket policy, twice. The EN file contradicts itself (Important Information promises all accepted speakers a free ticket; Decision excludes Lightning Talks), and the hi/mr files are a stale draft of EN with a third variant of the policy. Because getMessages() deep-merges locale files over en, the stale text actually wins on /hi and /mr. Note: since the auto-translate workflow will regenerate hi/mr from EN after merge (as we discussed), fixing the EN source is what matters — a wrong EN bullet gets faithfully translated into two more languages. Simplest fix: reconcile the EN wording and delete the two hi/mr placeholders (the en-fallback makes them unnecessary).
2. Placeholder link: "contribute to Devcon" links to / when /about#get-involved exists.
