Update Packetbeat ML detection rules to align with the migration to the network module

Summary - What I changed

• Updated the maching_learning_job_id of two packetbeat jobs as they're now migrated under security network module (relates to [ML] Migrate prebuilt packetbeat jobs to security_network module kibana#268267)
• Update min_stack_version to 9.5 as these changes are slated for 9.5 release
