Recompile lock files with gh-aw v0.68.1 (#76)

Test upgrade from v0.67.2 to v0.68.1. Notable changes:
- actions/github-script v8 → v9
- Quoted shell paths in run steps
- Added stale_lock_file_failed output
- AWF v0.25.16 → v0.25.18
