[Feature Request]: Handle code formatting in dropdowns

What problem are you trying to solve?

Per elastic/docs-content#6599 (review) the changelog directive optionally uses dropdowns. Changelogs have code formatting in their title quite frequently, but it's not rendered well when the directive uses dropdowns.

Proposed Solution

I have drafted a plan to fix this in the changelog directive, but I think it should likely be addressed in the dropdown in general.
