Per elastic/docs-content#6599 (review) when the changelog directive doesn't use dropdowns, it's putting unnecessary square brackets around the issue and PR links.
Expected behavior
The brackets should not be present.
Steps to reproduce
Per elastic/docs-content#6599 to reproduce the issue just use a changelog directive without the :dropdowns: clause, for example on a breaking change or deprecations page.
