Use global filters toggle for ES|QL Lens layers #6351

Summary

Adds a Settings panel (gear icon on the layer header) for ES|QL layers in Lens with a 'Use global filters' option. When disabled, the layer's ES|QL query runs independently of any dashboard-level filters or queries. This brings ES|QL layers to parity with form-based layers.

Why this needs docs: New, configurable per-layer behavior that affects how dashboard filters apply — must be documented so users know how to opt out.
