Document the OTel Traces built-in skill

Agent Builder has a built-in skill that answers telemetry/dashboard questions from the OpenTelemetry traces data and can help create dashboards from it. It's added to the default agent and hidden when the experimental flag is off. Not currently listed in the built-in skills reference.

Shipped in: elastic/search-team#14318 (by @meghanmurphy1, closed 2026-06-30). Workstream: elastic/search-team#14067.

Lifecycle: Technical Preview — hidden unless agentBuilder:experimentalFeatures is enabled.

Docs to write:

• Add the skill to builtin-skills-reference.md (published), matching the existing entry format, with a Technical Preview / flag note. Describe the questions it can answer and that it's part of the default agent.
