Show managed workflows in Advanced Settings and the Managed list filter

Summary

PR #272230 adds a new Advanced Settings toggle, "Show managed workflows" (default off), that controls whether the Managed filter appears on the Workflows list page. When enabled, users with the required workflow privileges can filter the list to show Elastic-managed (built-in) workflows and their executions alongside their own. The setting is allowlisted in serverless projects where the Workflows UI setting is available and reacts live to Advanced Settings changes without a page reload.

Why this needs docs: New user-facing Advanced Settings toggle with i18n text and a new list filter that changes what appears in the Workflows UI, but the docs currently don't mention managed workflows as a concept at all.
