not sure why it still says that the docs-build is failing, I re run it https://buildkite.com/elastic/docs-build-pr/builds/352841 and it succeeded |

Weird! This PR somehow seems to be stuck with two docs build statuses. 🤔 I think this is a remnant of the GitHub outages yesterday. I'm closing this one and created #1026 instead -- see you over there 🙂 |

This PR adds anchors and text to the 9x release highlights page, to support links that have been shared on GitHub and in the community forum. It also adds comments so we can make similar additions as a best practice.
