Choppy HDMI audio when playing videos

What Happened?

I am connecting an HDMI cable between my laptop and a TV. I'm seeing the HDMI audio output available in Sound Settings and able to select it as the output, however, no sound is played on the TV. If I hear anything, it's choppy audio (half second blips for one or two seconds). Testing with Youtube videos on Firefox and mp4 files on VLC. If I replay a browser video that's completely buffered, the sound plays better (~80% audible) but still choppy. If I play a mp4 file in a window view (not fullscreen), audio plays better (~90% audible) but still has breaks in audio every couple of seconds. At fullscreen, audio is worse; if I move my mouse, the audio stops and if I stop moving my mouse, the audio plays again in a couple of seconds. Sometimes the audio will stop entirely for several minutes and then the half second blips will start.

I'm assuming this is some kind of driver buffer issue? Are there settings changes that would allow for better audio/video performance? Are there better known drivers I can try?

Steps to Reproduce

1. Connect HDMI cable to laptop and TV
2. Open Sound Settings
3. See "Built-in Audio: HDMI / DisplayPort" automatically selected
4. Change TV input to laptop
5. Play a video
6. Move mouse around or interact with other applications and experience choppy or no audio

Expected Behavior

Audio from the video played should be audible with minimal to no choppiness.

Issue seems to be resolved by setting api.alsa.headroom = 64 in /usr/share/wireplumber/main.lua.d/50-alsa-config.lua and setting default.clock.min-quantum = 512 in /etc/pipewire/pipewire.conf (copied from /usr/share/pipewire/pipewire.conf). Followed tips from Issue #2739 at PipeWire Gitlab. However, the Broken pipe errors persist.
