Expand on the "Build Tooling" section

Now that we are using Vite by default there are a lot of best practices in the wider Vite community that we no longer communicating in our official documentation.

We should expand this documentation to include sections that can help people, and link to the relevant Vite documentation.

The following list is not complete, if anyone in the wider Ember community has suggestions for this list please feel free to comment and we'll add them to the list 👍
