Add compile guard for OUTPUT_BUFFER_MAX_BLOCK_SIZE

The zlib, bz2, and LZMA modules set a compile guard for OUTPUT_BUFFER_MAX_BLOCK_SIZE, we should probably do that? I haven't had time to figure out why these libraries do this.

I read up in the git history but I'm still not totally sure why these guards exist, I can't find any documentation about some modules maximum output buffer being SIZE_MAX vs UINT32_MAX.

I also wonder if this is not needed since Zstandard uses frames which as far as I can tell have no max size?

Frames do have a max size but I wasn't able to figure out where this would be applicable, so closing
