Add recipe for ``scikit-plots``

Hi there,

I was wondering if there was any possibility of adding a recipe for scikit-plots so that it can be installed?

currently it can not installable into jupyterlite-xeus kernel that micromamba can not resolve.

We welcome submissions to add new packages. There are a number of existing recipes that use meson-python such as contourpy, numpy and matplotlib, which would be a good place to start.

ok, I will continue cloning this repo to apply recipes/recipes_emscripten/scikit-plots and then to open new pull request into main branch confirm?

Yes, that is correct. Note that we don't support multiple threads.

I see from your meson.options that you use blas and lapack. If these are just for use with scipy then you should be able to use our openblas package, but if you are calling any of the functions directly I suspect you will have problems using openblas.
