Recipient selector details summary

Test Plan

Manually verify the recipient selector:

1. Navigate to the recipients page.
2. Expand and collapse the "Select a recipient" section.
3. Click on different recipient links to ensure navigation works.
4. Verify the display of status icons (disabled, cron error, no messages).
5. Check the empty state message and the "Add one to get started" link.
6. Test on light/dark modes and various screen sizes (desktop/mobile) to ensure responsive styling.
