I haven't had this happened to me before sailing was released so I can only hope that it is potentially a bug with sailing, but anytime I go into a new area or just run around currently all of my cosmetics that I have put on will just disappear. I don't know what is causing it, and I have read through the FAQ and I don't believe this is supposed to be happening.
