commitment rebuild sometimes gives state root mistmatch on disabled squeeze

• did commitment rebuild of mainnet (no commitment history) with ReplaceKeysInValues=false
• rm-state --latest + stage_exec --reset
• got "Wrong trie root" on noref instance ; with stage_exec --sync.mode.chaintip

seems like #21026 solves it; worked on 250 steps on mainnet;
waiting for mainnet build to finish (8000+steps)
