In this PR, I've migrated ESLint from v8 to v9.
I've also updated related dependencies to ensure compatibility with ESLint v9.
What changes did you make? (Give an overview)
I've bumped
eslint,eslint-plugin-jsx-a11y,eslint-plugin-react-hooks, and@typescript-eslintto properly support ESLint v9.Additionally, I've added
defineConfigandglobalIgnores, which were introduced recently.Related Issues
