chore: Bump @opentelemetry/core and probot

Removes [@opentelemetry/core](https://github.com/open-telemetry/opentelemetry-js). It's no longer used after updating ancestor dependency [probot](https://github.com/probot/probot). These dependencies need to be updated together.


Removes `@opentelemetry/core`

Updates `probot` from 13.4.7 to 14.3.2
