Add CST9217 touch controller.
CST816S and CST820 touch controllers:
Presently we are unable to build if using a custom address in ESP_PANEL_BOARD_TOUCH_I2C_ADDRESS due to missing ESP_LCD_TOUCH_IO_I2C_CSTxxx_CONFIG_WITH_ADDR() macro. I've added this for both of the controllers.
