Update EL specs to include EIP-7702 type 4 transaction

What content is missing?

The Prague upgrade introduces a new transaction type: SetCodeTransaction, a part of Ethereum's account abstraction roadmap. This will enable EOAs to set code for their accounts. This should be covered in the EL-specs page.
