Scope

The current scope includes spec refactors and test only additions for EIP-8037 & EIP-2780, hence requires only a patch bump to v6.1.1. Future spec changes will be included in glamsterdam-devnet@v7.0.0.

• glamsterdam-devnet-6 branch created and rebased on forks/amsterdam.
• Fixtures generated and released using:
  • gh workflow run release_fixtures.yaml --repo ethereum/execution-specs -f feature=glamsterdam-devnet -f version=v6.1.1 -f branch=devnets/glamsterdam/6
• hive-tests updated to run the new fixtures.
• hive-ui discovery updated to the latest glamsterdam-devnet workflow.
• Linked the test fixture release tag within the issue and closed it.
