#2996 updated many static tests from to fill with EIP-8037 / forks/amsterdam, now we need to make them compatible with EIP-2870 and EIP-8038, so that we can get eips/amsterdam/eip-2780-8038 rebased on forks/amsterdam and released in devnets/glamsterdam/6 ready for release.
