As a gateway user, I want content uploaded via a gateway to be indexed by search engines

When uploading a file through a gateway, a user should have the option to allow the file to be indexed by search engines.

E.g. by signalling in some way to the public that new content was uploaded. Could be as simple as adding the hash to a publicly available list.
