Summary

Osaka benchmark migration

• Benchmarks Migration for Osaka, which were broken due to eip-7825, is near completion.
• The final pending benchmark is test_storage_access_cold, which need more evaluation whether to remove it if this PR is done.
• The size of the genesis file for pre-state data is a bottleneck for supporting that PR.
