trim the docs folder and agents.md

trim the docs folder so that it only has 'todo' items - and this is only temporary until they have moved to github.

The docs should only contain decisions which have led to 'guidance' we don't want to clutter the docs folder with lots of out of date thoughts and completed todos.

Analyse,
identify outstanding todos,
convert into rules and guidance
plan the todos as stories
Trim the docs

At the same time look at the agents.md and make sure they are consise and up to date.
