feat: update simulate command for new CLI flow (Phase 7)

- Use -s scenario instead of scenario_file argument and --study-db
- Pre-flight checks for agents, network, and persona config
- Auto-resolve output directory to results/{scenario}/
- Support agent mode with JSON output
- Load from scenario_id keyed tables
