feat: update sample command for new CLI flow (Phase 5)

- Use -s scenario instead of -s spec file
- Require -n count for number of agents (moved from spec)
- Pre-flight check for persona config existence
- Merge population + scenario attributes at sample time
- Save with scenario_id key in study.db
