chore: bump version to 16.0.11 (#26623)

The 16.0.10 binaries (merged #1559) are already published to download2, and
this follow-up changes the R output of tidy(type="analysis_method")
(booleans -> "TRUE"/"FALSE" strings) plus the never-NULL cor_diagnostics
fallback. A new version distinguishes the two builds.
