The two main ways to participate in the Express organization is to open issues for bugs or new features or submit a PR. By leveraging GitHub template, we would simplify and standardize the expectation for specific requests and also deter people that would open “spam pr / spam issue”.
By using a template, we could also improve automation to tag / automatically handle this kind of exchanges

We already have templates, they can be improved, and I'm already working on that in expressjs/.github#23. So I'm going to close this as completed, and any improvements like the ones I'm proposing can still be made, there's no need to keep this open.
