This PR simplifies a few things and fixes others:
It re-adds the trigger to run CI every time someone submits a review, since we have bot-created workflows that prevent these workflows from running (this was removed in ci: remove CI on review submission #1812).
It moves the build step to a separate job to slightly reduce CI time, since the build doesn't depend on the linter :)
