  • The PR introduces CI setup for building and packaging zstd artifacts for Windows on ARM devices
  • The CI setup depends on CMake and Visual Studio 2022 for building zstd from source.

- Reintroduce the MSVC ARM64 build configuration with "Visual Studio 17 2022"
- Update runner to `windows-11-arm` (GitHub-hosted Windows on ARM)

The new runners work fine,
and the windows arm64 package generation seems to create the right archive content.
Good job @thiru-mcw !

Could you please share a rough ETA for releasing official Zstd packages for Windows on ARM in the GitHub release?
